CIVIL RIGHT

If the civil rights of a party are affected by an order of the executive Government or a party feels aggrieved by the adjudication of special administration tribunal relating to his rights in a property or other civil rights there is no reason why an application by such aggrieved party should not be deemed to be a civil proceeding.
“Civil rights are those which appertain to citizenship which may be enforced or redressed by a civil action”.
By civil rights are understood those rights which the municipal law will enforce, at the instance of private individuals, for the purpose of securing to them the enjoyment of their means of happiness. They are distinguishable from natural rights, which would exist even if were no municipal law.
